Date:  Wednesday, September 26, 2018

Time:  7:00 p.m.

Location:  First Floor Hearing Room, Town Office Building, 381 Main Street, West Newbury  MA

The public is invited to attend a presentation and discussion on the final draft report entitled, “Centralized Sewage Treatment and the Development of Town Centers: West Newbury Case Study”.

Project Background:  In 2017 the Town of West Newbury received a Massachusetts Downtown Initiative grant from the Department of Housing and Community Development (DHCD) to explore how the Town might support improvement and expansion of West Newbury’s Town Center area by looking at the feasibility of centralized sewage treatment.  DHCD contracted Harriman, a planning, design, and engineering firm, to work with the Town.  The purpose of this planning study is twofold.  First, the work will result in an educational product, used to help small towns with economic development and the considerations for pursuing centralized sewage treatment in small/rural Town Centers.  Second, West Newbury has been used as the case study and the report lays out next steps for us in the event we wanted to investigate this issue further.

Harriman has worked over the past year with an advisory working group comprised of staff, elected officials, residents and representatives from the business community to develop the report.  At the meeting Harriman will make a presentation to the Town that identifies alternative models for consideration and the steps that would be required for the Town to move forward in evaluating, considering, and implementing the different models.
