Survey regarding consideration of Pay-As-You-Throw

In a continuing effort to evaluate the costs and services associated with municipal solid waste, the Board of Health has sent the letter below to current curb-side pickup customers.  If you received this letter by mail and returned it, please to not submit a duplicate survey.  However, responses are welcome from all West Newbury residents, whether you are a curb-side pickup customer or not.


Dear Resident,

The Board of Health is revisiting the possibility of implementing a “Pay as you Throw” trash program to supplement the town budget there by freeing funds for other programs.  We would like to ask the residents of West Newbury for your opinion.  The options are as follows:

  1. Leave the current trash program “as-is” offering no budget relief.
  2. Implement a “partial” pay-as-you-throw program in which each household would be able to throw one “free” 32-gallon barrel/bag per week, additional 32-gallon barrel/bag would cost the resident approximately $2.00 to $3.00 each – Partial budget relief.
  3. Implement a “full” pay-as-you-throw program in which each household would be responsible for all of their 32-gallon barrel/bags of trash will cost approximately $2.00 to $3.00 each – Maximum budget relief.
