On March 26, 2021, Governor Baker signed into law Senate Bill 9—An Act Creating a Next Generation Roadmap for Massachusetts Climate Policy. In addition to requirements for environmental justice for disadvantaged communities, the new law will affect many aspects of life ranging from transportation to how we heat and cool our buildings. While 2050, the target date for zero net emissions, may seem distant, action will begin soon. The law authorizes the Secretary of Energy and Environmental Affairs (EEA) to establish an emissions limit of no less than 50% for 2030, and no less than 75% for 2040. The legislation also authorizes EEA to establish emissions limits every five years and sublimits for at least six sectors of the Massachusetts economy—electric power; transportation; commercial and industrial heating and cooling; residential heating and cooling; industrial processes; and natural gas distribution and service.

Consistent with its mission to promote energy and financial savings, as well as environmental benefits including reduced greenhouse gas emissions, West Newbury’s Energy and Sustainability Committee (formerly the Energy Advisory Committee) will be monitoring implementation of this new law and providing citizens and the Town information as developments unfold.
