Wetlands Permitting Forms, Instructions, and Filing Fees

Filing Instructions

Please use the links below to access local instructions for submitting wetlands filings. Please also ensure all state instructions (found by filing type below or on the MA DEP wesbsite) are also followed to ensure there are no delays with your filing:
  • Request for Determination of Applicability (RDA) Local Filing Instructions - These instructions are the local filing instructions for filing a RDA in West Newbury. They are in addition to the state instructions. This document also contains an outline of the public meeting process.
    • PLEASE NOTE: MA DEP has added the option for applicants to e-file RDA applications. E-filing an RDA application does not submit the filing to the Conservation Commission and only submits the application to MA DEP. An RDA filing is not complete until the steps to submit the filing with the West Newbury Conservation Commission listed in number 6 of the above linked document are completed. If e-filing, step 6 of the document must be completed at the same time that you e-file your RDA.***
  • Notice of Intent (NOI) Local Filing Instructions - These instructions are the local filing instructions for filing a NOI in West Newbury. They are in addition to the state instructions. This document also includes an outline of the public hearing process, information on the issuance of an Order of Conditions, and information to request a Certificate of Compliance.
  • Certificate of Compliance (COC) Local Filing Instructions - These instructions are the local filing instructions for requesting a Certificate of Compliance (COC) in West Newbury. They are in addition to the state instructions.
  • West Newbury Fee Schedule - These fees are in addition to any fees that the state may require for filling. Please note the fee schedule has been updated as of August 14, 2023. All new filing fees shall be calculated with this version of the filing fee schedule. 
  • State Fees - These are the state fees for a Notice of Intent / WPA Form 3 filing.

Please also refer to the West Newbury Conservation Commission's local instructions & local fees (listed above) which are in addition to any state instructions and fees.
