Personnel Advisory Committee

The Personnel Bylaw defines a Personnel Advisory Committee as appointed by the Select Board.

The Personnel Advisory Committee is charged with conducting such research and carrying out such instructions as the Select Board shall direct including, but not limited to, review of compensation for employees, benefits, methods of selection of personnel, performance appraisal, and personnel procedures.

The purpose of the Personnel Bylaw is to establish fair and equitable personnel policies and to establish a system of personnel administration based on merit principles that ensure uniform, efficient application of personnel policies.

With the adoption of the Town Manager Act in 2017, the Town Manager was assigned responsibility for oversight of personnel administration.  Sec. 8(e) of the Town Manager Act reads:

(e) The town manager shall oversee the town’s personnel system and staff in accordance with town by-laws and shall oversee personnel evaluation policies and practices, employee benefit programs, enforcement of labor contracts, labor relations, collective bargaining, state and federal equal opportunities law compliance in the town and such other human resource obligations as designated by the [select board]. 

Due to the legal requirements of the Town Manager Act, which provide for Select Board approval of, among other things, Board approval of staff appointment and removal, and Board approval of salaries and wage rates, the Board is closely involved with these aspects of personnel administration.
